Then we disagree. I think “more meetings” is not the answer and the concept of water policy you seem to be operating with does not give justice to the complexity of issues. Large groups, double effort in groups that do effectively the same thing, all of that has bias too: towards groups or individuals that can afford spending hours on understanding water policies — and in your model that would only be a fraction of their expertise needed to make a meaningful contribution.
Everyone in a sociocratic organization consents to the way the aims/domains are split up. It’s not tyranny, it’s distributed authority by choice.
