Nah, you probably don't want all the eventualities mentioned in all the aims.

It's impossible to predict all harm that could possibly be done without being so unspecific that it would be meaningless. E.g. if you say "without causing harm to anyone in any way" then people could argue that charging for tickets would "harm" people.

Or maybe you mean that we'd specific the aim more when we encounter the issue, and in that case I agree.
